Add NLP dependency fetching UI to reviewer

Now that ii review has a beautiful rules base viewer and editor as well as the core reviewing process. How about we add a tab for doing some post install setup.

This would allow the user to

• Fetch the tessdata dependent data
• Fetch/Test the python spaCy NLP daemon
• Fetch/Test the java NLP daemon
• Add socket rules to their rules file that streams data to one/both of those

This will mean that the following is way less important:
