On the /app/#/properties/1/meters page, you should be able to modify the Service and connection type of each meter, probably in a cute little modal.

They should only be able to choose services that are in the group the property is in. The Connection type must be FROM_OUTSIDE or TO_OUTSIDE if it doesn't have a service or FROM_SERVICE_TO_PATRON or FROM_PATRON_TO_SERVICE if it does have a service.
