Identity service branding for SADCO

All identity service templates - including both web and email templates - need to be extended to provide SADCO branding in case of any identity service request that is initiated from the SADCO catalog client.

Branding support is already implemented across all identity service views (you can see a brand parameter being passed around everywhere). This was done originally to support NCCRD branding, and this can be used as an example to follow.

The actual template changes should be minimal - probably just the header and theme need to be changed to match those of the SADCO client.
