LANDIFIRE - None of the new layers got symbology! They all need it based on defaults in LANDFIRE #607

@jtgilbert Cashe told me that you might know where to get color legends for the LANDFIRE layers. Do you have access to anything like that?

@emilySarge this page has .csv files for all the landfire layers that include the RGB values for their colors the way LANDFIRE symbolizes them. A bit tedious, but I'm not sure if there's another way to get them all or not....

Converted all the RGB values in the LANDFIRE csv file to HEX values. Should make it easier to automate the color matching.

The LANDFIRE EVC qml is done. I'm going to test it against a few different rasters to see if there are any bugs.

@jtgilbert I was able to edit the qml files directly in Notepad, but the esri lyr files aren't as accessible. Do you know how to manipulate those?

@emilySarge I think the only way to mess with lyr files is through arcmap, but I could be wrong... The landfire website might actually have .lyr files for all of their datasets.

@jtgilbert I found an arcpy workflow that might work, but if that goes South, I'll see if I can find those files. Thanks!
