VBET Symbology Update Parent Issue

VBET has recently undergone quite a few curation (both business logic and symbology) changes. Currently, all symbology is up to date in QRV, but not in WebRV or ArcRV. The priority right now (and what I need help with most) is getting WebRV symbology working properly.

@leallysmith @Cashe93 looping you in here to continue our email conversation. @CHafen please let me know your availability to help out with WebRV symbology. I'll list out each layer for QRV, WebRV, and ArcRV in this issue to keep track of what has or hasn't been done.

@shelbysawyer I'll have some time to work on the WebRV symbology, but not until this afternoon. I won't have enough time to get all of them done today, but I should be able to a pretty good chunk done. How do you want divvy it up so we aren't working on the same layers? Just work on things and check them off as we go? Are all the qml files up to date on git hub so I can just use those for making the WebRV symbology?

@CHafen Perfect. Thanks! The qml files on GitHub are all be up to date, but please note this issue, which is causing those to not be reflected locally. I'm going to work on making sure all of the Inputs and Intermediates layers are showing up in WebRV and then can work on divvying up the Outputs layers-- those are the bulk of what needs to get done. I'll throw my initials on the ones I'm tackling as I go. If you could do the same, that would be great. Thanks!

@shelbysawyer, just noticing in new 3.x projects with 2.0 BL that some of our stuff has gone missing that I want still in there (e.g. stream names a few views). Levelpath names. Lets make sure to bring those back (they were inputs)

@joewheaton Sounds good. I'll take a look and try to rope those changes into the 2nd WebRV pull request.
