Cannot reinstall RRO without breaking MKL on Windows #143

If you install RRO and MKL, and then later uninstall and reinstall RRO without doing the same for MKL, RevoUtilsMath will no longer work after reinstalling RRO. Today, users must uninstall and reinstall MKL too. Fix installers so that uninstalling RRO doesn't break any other packages.

According to @nathansoz :
To make this change, the installer would need to be forked and diverge from the default installer.

Come up with an uninstaller that works with the bundling efforts.
