Arbiter display should not exceed beyond the set AOI.

Why does Arbiter allow the user to pan beyond the AOI? Arbiter should stop at the border or just outside the border of the AOI. As it is now, the user can zoom in, pan all over the place, including way outside of the AOI and not have a clue where they are on their map.
