Suggestion Description

In the HIP SDK for Windows comgr is shipped as a binary dependency of hipRTC, but without headers or CMake scripts to allow projects wanting to use it directly. The Linux packaging of ROCm does ship a full comgr development package and I would like to request the same for Windows.
