plural_forms is currently missing data for several languages that are available in other projects.
Of particular note are yue (Cantonese) and zu (Zulu) which have a "modern" level of support (the highest possible) in the current Unicode CLDR.
These language are supported in projects like php-gettext/Languages.
If you're interested, I'd be happy to create a PR that adds this data.
