(Safari - VoiceOver On): Blinking Vertical Bar (Cursor)

Not sure if this issue only occur when VoiceOver is on:

While using tab and arrow keys to navigate the header, there are blinking vertical bar cursors appearing before and after the text "Glance" and after the texts "Load CSV"; each blinking cursor occur during different time from one another.

Here are some screenshots with and without the cursors:

When the above occur, as arrow keys where in use, cannot navigate to the next element but stays in current Glance text element unless tab key is used instead.
