NeaSpec reader for interferograms needed

The file reader cannot open either neaspec interferogram or spectrum files.
Error message: "Read error: could not convert string 'Row' to float64 at row 0, column 1."

The client application version (last line of the measurement file):

We checked this with @borondics and saw that a small modification to the current spectrum reader wouldn't suffice to open interferogram so we need a new reader.
