Details and comments
WIP, but as of now this will create a RayJob and update the job's status in the DB.
Right now, the job name is hardcoded, so it only supports a single new job.
And the job is the token example ray job (nothing quantum about it)
Also a few todos noted in the changes.
But, based on what I've seen so far, we're going to be able to simplify the gateway immensely
