Describe the fix.

Some new primitive options that need to be added to the table:

  1. skip_reset_qubits - PR: Add skip_reset_qubits option for DD #2212
  2. a new zne extrapolator fallback
  3. private job
  4. layer_noise_model

In addition, I think we should add a note saying the table documents options from the latest qiskit-ibm-runtime, and that people can use the API reference if they want to see older version. - PR: #2212
