Consider moving pre_iter0 extension callback point-of-invocation in phbase.py #430

The pre_iter0 extension callback is presently invoked as the first "act" in PHBase::Iter0. If for no reason other than the name, it should perhaps be moved higher in the call stack, e.g., to whatever logic ultimately invokes PHBase::Iter0.
