StatsUtil: Unable to find ROM Root when path contains 'é' #44

Command

ppmd_statsutil.exe -e -pokemon -moves -items -scripts -romroot "F:\SkyEditor\The World of Pokémon\BaseRom\Raw Files" "output"

Expected behiavor

The specified data is extracted properly.

Actual behavior

Unsuccessful exit code with the message <!>-Exception: Path to ROM root directory does not exists, or is inaccessible!

Workaround

Rename ROM Root path to use e instead of é.

Is the command line passed to statsutil in unicode?
