Japanese characters don't appear in msconvert output filenames #3194

Steps to reproduce:

Run msconvert with the parameter --outfile "pete3繧.mzML"

Expected:

An output file is produced named "pete3繧.mzML"

Observed:

An output file is produced named "pete3___.mzML"

Console Output:

PS> .\msconvert.exe --outdir C:\Users\Waters\Desktop\ C:\Users\Waters\Desktop\pete.mzML --outfile "pete3繧.mzML"
