Description

Adding noink on paper-toggle-button triggers ripple effect on first click

Expected outcome

No ripple effect at all

Steps to reproduce

Add a paper-toggle-button with noink in your page
Turn on chrome device emulation... with mobile (touch)
Toggle the element to see ripple
