Add ROM description paragraph text

Description

Rather than show the in depth rom information by default, instead show a paragraph that explains what the ROM does.

How to solve the problem

A file with the same name as the ROM but uses an extension such as .info that would be loaded as a preference to the current ROM information. The current ROM information should still be accessable via a button press.
