Script to update household API and standard API updates all items pinned to country package version, not just country package version

For an example of this, check out https://www.github.com/PolicyEngine/policyengine-household-api/pull/209. The script to update country package versions in the API and household API replaces all version numbers that correspond with the existing version number, at times erroneously overriding another package's version, as well.
