Not for this PR but once Daniel makes the desc.external folder, might be nice to have NeoIO live there (as something we dont promise to maintain but atleast it exists in the api)

Note that if it writes from a DESC eq to a NEO output, we should not need it in our repo, otherwise we should just place it in a github gist or something
