I have translations by Fowler(s) and by Smith of several works by Pseudo-Lucian. I am getting error messages on the _cts.xml file. Do we need to have tlg0061 listed already somewhere?

hey @gregorycrane I'm looking at the pull request and one reason this is happening I'm betting is that you don't have a top level tlg0061 cts_.xml file. I'm going to create one and make a few metadata and other changes here.
