Can I bind the signing timestamp to the signature in XML? If yes, how... and how to check the same during verification.

The XAdES standard is based on XMLDsig and extends it with structures for (TSA) timestamps.

Take a look at the XAdES-T examples.

We have a library XADESjs built on this one intended for working with XADES.
