AKA Cursed Bit Issue

The bit at index 64 is stagnant on value 0 and will not change even when it is supposed to. For PAN we had a hot fix for this by making this bit be part of a bogus field we did not care about. We should look into the root cause of the issue and try and determine a more reliable fix, so it doesn't show up anywhere else in the telemetry flows.
