System doesn't query approval correctly - forgets about prior intel contract approvals after new intel contract is approved #717

When new intel smart contract is deployed, there is quickly rewardable intel from the new contract and the prior contract.

The system checks for approval of the current contract, but doesn't check for approval of the contract that the current piece of intel uses, resulting in no memory of if the current member has approved the contract already, and continual unnecessary approval transactions
