Not getting same output for skipped html between Panorama and Firewall configuration

Describe the bug

Using function as:
pan-os-php type=tag-merger location=any DupAlgorithm=identical allowmergingwithupperlevel shadow-ignoreinvalidaddressobjects exportcsv=merge-tags.html
pan-os-php type=address-merger location=any DupAlgorithm=identical allowmergingwithupperlevel exportcsv=address-merger-identical.html
pan-os-php type=addressgroup-merger location=any DupAlgorithm=identical allowmergingwithupperlevel exportcsv=addressgroup-merger-identical.html

with firewall configuration are not providing same skipped output than when you are using panorama configuration.

Expected behavior

Getting the same output with the reasons
