Requests not visible to Superadmin

Describe the bug
Membership requests to public organizations are not visible to the SUPERADMIN . The request section on the SUPERADMIN home page shows no requests even if there are multiple requests to join various organizations.

To Reproduce
Steps to reproduce the behavior:

1. Log in to Talawa admin portal as SUPERADMIN
2. check various organizations for their membership requests
3. if there are active requests, check request section

Expected behavior
The SUPERADMIN should be able to review requests made by a USER to join any public organization

Actual behavior
But currently, no requests are visible to the SUPERADMIN
