Update GitHub token with admin read

In order to scan private repos, and have visibility into vulnerability GitHub scanning, we need to update the GitHub token with admin read privileges for select options.

Actually, that failed - going through this https://docs.github.com/en/rest/authentication/permissions-required-for-fine-grained-personal-access-tokens to determine what is needed for each request.

Update - the required read access seems to be denied, but my classic token, with only the required reads clicked does seem to work (so leaving that for now). The only thing it doesn't work for is security_analysis for repos that I don't own. Though, keeping this issue open as using a personal access token may not be the best option in the future.
