Tweak lod distances and improve fps

There have been some complaints that when many epic loot items are dropped on the ground playing their magic effects that it can lag the game. Also that these items load in before other things in the area. This task is to tweak lod distances of dropped items and investigate into other graphics settings that can be improved.
