Bing API License for Non Profits specifies no Login to application #8

I hope this is negotiable. Else, we might create our own layers from publicly available aerials, though that may be extra work. We will need logins if many people/teams are out looking at ramps.

“Education or Non-Profit Organization Use” means using the Services with a Company Application that displays results for education or non-profit use, where non-profit organization means a tax exempt organization and education means use by public or private K-12 schools, universities, community colleges or other collegiate level institutions such as vocational schools, trade schools or career colleges, including their faculty, staff, and students, provided that (i) your use is consistent with the terms of Section 5; and (ii) your Company Application is publically available without restriction

(for example, login or password must not be required)

or available internally for free instructional or non-commercial research use. Commercially funded research projects and commercial company use for educational purposes are excluded from Education or Non-Profit Organization Use.

Perhaps the application can be used view-only for everyone, but users with a login can make edits.

Also consider using the bse layers from MapQuest Open Data API:
