On the intersection level screen, add a layer of streets

Katie was not able to get oriented when the UI did not display street names and was not able to see the street signs. Streetsigns may be missing, damaged, hidden by glare, too far away, too high. Freeway ramps do not have signs.

Also the imagery in Bing Maps may be out of date or not useful
