Code run error on Windows

Hello.
First i appreciate your work but when i try to following instruction to install on local PC Windows. Always get error. Although that I read carefully guide but seam lack of sync requirement between Python version. I recommended that "You should guide that requirement each packages and python that work on each OS system". Thanks so much
