Create a global ontology with a different uri base.
Modification example :
From http://www.phenome-fppn.fr/vocabulary/2018/oepo
To http://opensilex.org/vocabulary/2018/oepo

Concerns :

the ontology : OpenSILEX/ontology-phis-oepo-field
the web service : OpenSILEX/phis-ws
the web app client : OpenSILEX/phis-webapp

Usefull to :

specify ontology per instance with specific concepts
may dereference possible
