[BUG] - Ctd editor Fatal error when modifying

Describe the Bug
Hi I tried to modify the CTD file for the PC version of KH1.5+2.5, but when I was doing so I encountered the following problem

1. Chinese, Japanese and other non-English words can not be saved
2. Kh1's ctd file can't display the game text
3. Some of the ctd files on the bbs give an error when viewed.

To Reproduce
Steps to reproduce the behavior:
Problem 1: Chinese, Japanese and other non-English words can not be saved

1. Open any bbs ctd file
2. Input of non-English words will not be displayed and saved.
   

Problem 2: Kh1's ctd file can't display the game text

1.Open any Kh1 ctd file
2.There's only a few English words, but they're not the game's dialogue

Problem 3: Some of the ctd files on the bbs give an error when viewed.

For instance open: "bbs_first.hed\original\message\en\system\CT00100.ctd"
When looking down the contents of the file an error is reported: Fatal Error The given key '100' was not present in the dictionary Please give Crash.log to the devs.

In addition to the above errors there are also: Fatal Error: Data "89 70" cannot be decoded. Please give Crash.log to the devs!
