החלוקה לקטגוריות קול קורא / קולות קוראים / תמיכות ומענקים מיותרת - אין הבדל מהותי למעט סיווג שרירותי ולא עקבי של משרדי הממשלה. מייצר בלבול.
מציעה להפוך הכל ל"קול קורא"

תפתחי ותדגימי בבקשה את הנושא. לא לגמרי ברור - ואני לא בטוח בכלל שאת שצודקת ש"קול קורא/קולות קוראים" == "תמיכות ומענקים".

אבל בואי נראה מהדוגמאות. נסי בבקשה לבחון אם מה שאת מדברת עליו הוא כלל או מקרה.
