User dismissable announcements

Perhaps this request goes beyond the intent for the announcements process.

To help users keep their dashboard tidy and uncluttered by useless information I would like them to be able to dismiss or close announcements once they are satisfied they have seen it enough times.

There may also need to be a way for a user to see closed announcements.

The next release announcements are going to be dismiss-able by default, with the option to make the not dismiss-able at all (like they are now).
