While working on #3695 - I initially upgraded to Uppy 4.

This seemed to work fine as all the tests passed. However, on manual inspection, it did not in fact work. This ticket is two fold - upgrade to Uppy 4 and investigate why the tests passed when uploading files manually did not work at all.
