data source performance report

For each data source, provide an index file that includes the performance metrics for each release.

We currently have a network performance report file generated with the following content:

The new data source level performance index file would include an additional column for data source release using the data source release key (ie, 20211130).

This data file will support a new report in ARES for data source level performance analysis across releases.
