missing web.utils module error thrown

Describe the bug

Once the module has been activated, navigating to any page renders the screen blank with an error pointing to module dependency - web.utils. Details on the screenshot.

"The following modules are needed by other modules but have not been defined, they may not be present in the correct asset bundle:
• web.utils
The following modules could not be loaded because they have unmet dependencies, this is a secondary error which is likely caused by one of the above problems:
• @base_report_to_printer/js/qweb_action_manager.esm"

To Reproduce

Affected versions: 17.0

Steps to reproduce the behavior:

1. Install via Odoo.SH submodule
2. Activate
3. Navigate to any page in the backend

Expected behavior
No error and navigation should proceed as normal
