仅指定 Vault 为依赖的情况下，setupEconomy 方法可能比经济插件更早执行，从而无法捕获依赖。
应在首次执行 setupEconomy 失败后监听 PluginEnableEvent 再次检查经济插件的注册情况，而非直接进行错误处理。
