City Editor Doesn't Use Custom City Size

When using the City Editor with a custom size, when you click "Generate Map" it works correctly. However, if you change the seed and generate a new map, it will default back to the vanilla sizes. The drop down menu in the City Editor also only includes the vanilla sizes.
