Precision in the LCVC tool does not match the precision in the data base

The Problem

A user wants 3 decimal place precision on the river miles, and has 3 decimal place precision in the naming of the cross sections, but the LCVC tool only uses 2 decimal place precision in its computations and output.

Reproduction steps

1. Create a data base with 3 decimal place precision on distances
2. Import XS data with 3 decimal place precision on distances
3. Run the LCVC tool
