Move survey.nixos.org to a less ridiculous hosting on non-critical-infra #384

survey.nixos.org currently costs us an astonishing $126/month in EC2 costs. It probably doesn't need more than a $5/month tiny Hetzner VM, or even could be co-located with other small non-critical services.

Given the potential in savings, this seems high priority. @JulienMalka can you find some time in the near future to drive this?

cc @garbas since we'll need your help for the migration - only you and eelco have normal SSH access to the EC2 instance right now.

The marketing team is actively working on a survey right now, so we'll need to coordinate the migration of the service with them.

I've added the infra team (from ssh-keys.nix) to /root/.ssh/authorized_keys.

@JulienMalka If you are going to be working on this can we sync up on call, to find the right time for migration etc...
