[FEATURE] Enable alerts and threshold for "ignore" scenario as well

Is your feature request related to a problem? Please describe.
There should be Alert enabled for all types of DQ when there is "ignore" scenario.

Describe the solution you'd like
Right now we are sending Alert only for row_dq "drop" scenario. If we enable "ignore" scenario as well, it should cover all types of DQ.
Threshold value can be only fro row_dq but should include "ignore" and "drop"
