New container brkraw 0.3.11

There is a new container by @stebo85, use this command to test:

bash /neurocommand/local/fetch_and_run.sh brkraw 0.3.11 20240223

If test was successful, then add to apps.json to release:
https://github.com/NeuroDesk/neurocommand/edit/main/neurodesk/apps.json

Tested and it works perfectly.

The problem was my neurodesktop-storage folder was owned by root.

I followed the instructions at https://www.neurodesk.org/docs/getting-started/neurodesktop/linux/ to install.
