Multiple explorer properties files

There are multiple properties files for explores included in the admin module. It is unclear why there need to be two and what the difference is.

Thanks for submitting this issue. We have been talking about property files loading structure cleanup lately. I'll keep posting on the direction that we might take there. Please share any ideas you have as a the user of this library/framework to simplify props loading process.
