Cannot use /sethome while in survival (/mode)

This appears to affect the default permission group. When attempting the command, an error is returned that people do not have permission to use this.

-Tested using /tp too, while in survival mode (as this was also raised) which worked.

A hangover from when C didn't have survival mode. Fixed.

Not to bother anyone, but I would also like to point out that /ci doesn't work in /mode either

There are probably a bunch of issues like this. I was conservative about how I fixed these because it relates to permissions for fairly powerful commands, but I may have to come up with a more comprehensive solution. Reopening for further reports.
