Set version to 0.44.0-DEV

Things I'd like to see merged:

• fix: multivariate polynomial rings over zero rings #1910
• Use DocMeta.setdocmeta with AbstractAlgebra.doctestsetup #1908
• Add generic dispatch for ideal_type #1924

Maybe also these if/when they are ready

• Refactor polysubst.jl #1889
• Add many @req !is_trivial checks #1857

Anything else? Oh I might have one adding ideal_type and a few more...

#1889 is ready from my POV. There is already a corresponding PR in Nemo to adapt it. But I think @thofma wanted to have a look at this.

@lgoettgens @thofma changed this to set the version to 0.44.0-DEV -- perhaps we can now merge this and a couple of the breaking PRs to move forward?
