CLI: commands sanity

There are some commands in CI that are misleading by their name and parameters. An example of such a command would be a command to initialize NEAR light client on Ethereum as this command is init-eth-client with parameters like --eth-client-lock-duration. Every command should be revised with regard to clear naming and appropriate description.
