CLI: add unit suffixes

There are many commands in Rainbow Bridge CLI that have parameters like 'near2eth-relay-max-delay, 'watchdog-delay, eth-client-lock-eth-amount etc. When using CLI it's not usually immediately clear what units are these parameters referring to so each time you need to check for the description using the help menu. This needs to be fixed and each parameter should be self-descriptive.
