Event Voting

Register interest in an event by voting for it. Does not automatically subscribe a person when the event activates, but makes the notification that the event's become active nice and colourful.

/event vote [event]

Players shouldn't be able to vote for an event twice, but should be able to retract votes. Admin should be able to see how many people are interested in the event, probably as an addition to /event info and possibly as an addition to /event list.
